Geneva/New York, 16 September 2013 Your Excellency, Dear Madam/Sir, It is our pleasure to invite you to attend an event co-hosted by the United Nations Institute for Disarmament Research (UNIDIR) and the Friedrich-Ebert Stiftung (FES) organized during the High-Level Meeting of the United Nations General Assembly on Nuclear Disarmament with the support of the Indonesian Permanent Mission to the United Nations. This side-event, entitled "How Can the High-Level Meeting Contribute to Progress in Nuclear Disarmament?", will be held on Thursday, 26 September 2013 from 13.15 to 14.30 at the United Nations Headquarters in New York, in Conference Room A. The one-day High-Level Meeting of the United Nations General Assembly (UNGA) on Nuclear Disarmament of 26 September 2013 is convened in accordance with UNGA resolution 67/39 of 3 December 2012. It is the result of an initiative of the Movement of Non-Aligned countries (NAM), which complemented other resolutions expressing a high degree of frustration derived from the absence of substantial progress in nuclear disarmament and, in particular the stalemate at the Conference on Disarmament (CD), unable to negotiate on any treaty since 1996. The objective of the initiators of the High-Level Meeting is to create a new momentum towards nuclear disarmament, especially through multilateral negotiations, by attracting world attention on this issue and mobilize the international community, including civil society organizations. Indeed the overwhelming majority of states consider that, in view of their potential threat to international security and catastrophic humanitarian consequences, the commitments to eliminate nuclear weapons must be fulfilled urgently. At this side-event, speakers and discussants will address the question: "How can the High-Level Meeting actually contribute to achieving progress in nuclear disarmament?". A UNIDIR Background Paper on this issue is enclosed to this invitation. In order to make the necessary arrangements, we would be most grateful if you could register for the event by 24 September 2013 with Mr Anindityo Adi Primasto, Permanent Mission of the Republic of Indonesia to the United Nations in New York by telephone at +1 212 972 8333, by fax at +1-212 972 9780, or by email at aprimasto@yahoo.com. We look forward to seeing you at the event. Yours sincerely, Theresa A. Hitchens Michèle Auga UNIDIR Director Executive Director, New York Office,
